The Demise of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are released from various governments. Significant resources is expended on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capacity enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, most likely delivered by Western nations. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from ruin and another blackout.

Ongoing Risks

Soon after, a automatic firearm engaged a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

Periodically, this carried on until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's vital need on external assistance – a reliance that regional partners are clearly incapable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington operates on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to abandon the land that it already controls in Ukraine's occupied territories.

The problem is that while recognising this factual reality, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the situation will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Conclusion and Outlook

It took a only one week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
